One rule matters more than the table. The Single User license covers one person on up to three computers they own, but not at the same time. A scheduled job on an office PC plus the same person editing a configuration on a laptop is still one user. Two colleagues running scrapes in parallel are two users, so a small team lands on the 2, 3 or 4 User license fast.

"Pay once" is accurate, with one condition about updates. Here is the timeline from WebHarvy's upgrade page.

WebHarvy does not publish the upgrade price on the purchase page. It says the upgrade costs a fraction of the original license and shows the price through the Purchase Upgrade link under Help, About. Staying on an old version is a real option, but scrapers live on browser changes and anti-bot changes, so most buyers who depend on it every week end up paying for the upgrade.

The license is the small number. These are the lines that decide what WebHarvy really costs a business.
  • A Windows machine that stays on. The built-in scheduler uses Windows Task Scheduler, from every 5 minutes to monthly. If the PC sleeps, restarts for updates or sits at the sign-in screen, the run does not happen.

  • Windows for Mac users. WebHarvy requires Windows. On a Mac that means Boot Camp on Intel models or Parallels on Apple silicon, with a Windows license on top.

  • A cloud server if you want it off your desk. WebHarvy runs on an Amazon EC2 Windows instance or on Azure. You set it up, patch it and pay the hourly rate, with Windows built into the price, every hour of the month.

  • Proxies. WebHarvy can route through a proxy server, VPN or rotating proxy list for larger jobs. You buy those separately.

  • AI usage. The v8 AI features connect to OpenAI or Anthropic with your own API key, billed by them, or to a local model through Ollama or LM Studio on your hardware.

  • Setup help beyond four sites. Email help is included, but detailed help configuring more than 4 different websites is a paid request, and WebHarvy does not offer scraping as a service.

The pattern is simple. WebHarvy is the cheapest serious scraper for one person who runs jobs by hand. The bill turns once someone else depends on the data arriving on time, because the license does not include the machine, the schedule that survives a restart, or the delivery. If some of the same data reaches you as emails rather than web pages, such as supplier price lists or order notifications, an email parser that exports to Excel handles that half without another scraper.
